Do their canon powers need capping: Bucky restrains himself in fights, as witnessed in CA:CW. He could have broken out of that containment cell at any time, but does not do so out of a desire to reduce his threat level. The same can be seen in Falcon and the Winter Soldier. He fights to deescalate OR to escape, not to kill. So I don't think he needs capping.

Reasoning behind the chosen season: Bucky was once known as the Winter Soldier, was stationed in Siberia, and beyond the irony, he is still trying to figure himself out in terms of who he is. Plus, he's got a pretty frosty personality and is not the friendliest dude to be around.
