[Sam says it--- thinks it--- with such surety that there's honestly little room to doubt. He does still doubt, still question, but that's an innate part of who he is, same as his desire to not kill others. The Soldier has already taken so many and Steve seems to believe it's possible to live without killing, still does despite being a foot or so shorter and a good hundred pounds lighter.
There's a lot of people who think differently than Sam, but somehow Sam is still the arbiter in his fate here on the Station, the barrier separating the Soldier from the innocent minds tangled up in theirs.
