Canon Point: Right after the fight in Siberia (basically the last time we see him on screen before the mid-credits scene)

re: memories!:

As he starts in the game, Bucky will be more or less brain-blended again. Between having the symbiote implanted and suffering a few kicks to the head, his mind will be in a similar state to the beginning of Civil War. He's got an overwhelming amount of data (bits of memories and details), but he doesn't know quite where to put them. Some days are better than others and connecting to a hivemind of people who know him will help bring organization to his memories faster than, say, if he were handling it alone. Since there is a pre-serum Steve in the game, Bucky will recall his pre-military memories (specifically, memories with Steve in them) sooner than any others. However, they will only come with Steve's emotions and motivations, not his own. That's the problem, really. He knows lots of bits and pieces of what has happened, but doesn't know why or how.

In the MCU comics (irony at its finest), we see that Bucky recalls those he murdered and in the movie he says he remembers all of them. After he's been triggered by Zemo, he indicates that he doesn't know what he did during his escape until he's asked by Steve. So, my take is that he remembers moments of intense negative emotion on his own (i.e. specifically the moment he takes the life of someone begging for mercy), but when it comes to the smaller things, he needs some kind of prompting. It's similar to having a puzzle without the picture it's supposed to look like. With help, he can start sorting them, but half the time, the edge pieces won't even belong to him.

Additionally, since he has some identity issues to begin with, not knowing who he is, etc, he will be more susceptible to shaping by the hivemind. Some days, he might wake up without any memories at all and know only the hivemind (i.e. believe he is the hivemind) until he gets some kind of hard reset (sleep, kick in the head, electrical pulse, etc). Over time, these incidents will become more frequent.

tl;dr
+In canon, he demonstrates that he knows concrete details and snapshots of things, but has difficulties piecing them together into one coherent picture without prompting or assistance from a third party.

+In the game, he'll have a hell of a time sorting through the flood of information from the other hosts and start having further issues with his memories vs others' memories. Some days he might forget who he is entirely (which is a plot I'd like to explore further at a later time).

+Additionally, if he uses his powers (or gets zapped with electricity), he will go blank for about 12 hours, if not more.
